UAE Secures First Seat On Global Accounting Council With Al Shamsi Appointment

The UAE secured a major milestone in international financial governance with the appointment of Amna Hassan Al Shamsi, the Ministry of Finance’s director of Financial Policies and Government Accounting Standards, to the Consultative Advisory Group (CAG) of the International Public Sector Accounting Standards Board (IPSASB).

Global representation
Al Shamsi’s selection to the global advisory body, for a renewable three year term extendable up to nine years, marks the UAE’s first ever representation on the influential council responsible for guiding the development of international public sector accounting standards applied by governments worldwide, according to a statement released Friday.

Her appointment places the UAE alongside leading global institutions shaping the rules that strengthen transparency, fiscal discipline, and financial governance across the public sector.

Younis Haji AlKhoori, undersecretary of the Ministry of Finance, said the appointment adds to the UAE’s expanding record of active participation in major global financial organizations.

AlKhoori noted that joining the CAG reinforces the country’s commitment to the highest international standards in public financial management and directly supports the national development agenda outlined in the “We the UAE 2031” vision, which prioritizes fiscal sustainability, transparency, and trusted governance systems.

Women empowerment
AlKhoori said the appointment also reflects the rising global influence of Emirati women in finance, highlighting how national talent is being empowered to shape international economic and financial frameworks.

He added that Al Shamsi’s role will enable the UAE to play a more direct part in shaping accounting standards that support government accountability and sound financial reporting across regions.

The CAG serves as one of the IPSASB’s most important advisory bodies, bringing together representatives from international organizations, financial institutions, and government agencies. The group provides strategic and technical guidance that helps shape the International Public Sector Accounting Standards, which form the backbone of transparent and reliable public sector financial reporting worldwide.
